Dead Circuit

Hi all --

I'm new here, I hope you guys can help. I have a curcuit in my basement that is dead. The breaker is not tripped. I replaced the breaker thinking it was the problem. Well it was not the issue

.

Any suggestions before I call in an electrician

I am by no means an electrician, but can do some projects by myself, so hopefully somone has a suggestion
